City of Franklin issued the following announcement on April 6.
PROPOSED CHARTER AMENDMENTS
MAY 3, 2022 ELECTION
The City of Franklin Charter requires that Council appoint a Charter Review Committee every five years to review and recommend updates to the City’s Charter. In keeping with this Charter requirement, City Council appointed a Charter Review Committee in 2021. The Committee members were Rodney Roberts, Sonny Lewis, Dionne Swift, Mikayla McClanahan, Terasa Crocker and David Hopper.
As a result of the Charter Review Committee’s recommendation, Council passed Ordinance 2022-03 on February 7, 2022 to submit for consideration by the City’s electors certain amendments to the City Charter. Pursuant to R.C. 731.211. City Council offers for consideration the following Charter amendments on the May 3, 2022 election ballot (the full text of the amendments available HERE):

1. Shall Section 3.03 of the City of Franklin Charter be amended to eliminate the City Charter’s heightened requirements that City Council competitively bid and provide numerous public notices of all sales, leases and other conveyances of interests in City-owned real property (the Ohio Revised Code’s competitive bidding and public notice requirements would apply instead).
This change would align advertising for the sale/use of City-owned property to Ohio Revised Code requirements.
2. Shall Sections 3.07, 4.03 and 5.05 of the City of Franklin Charter be amended to eliminate the requirement that all public notices be published in a newspaper of general circulation in order to allow City Council to provide for alternative methods of publishing public notice of issues (e.g. publishing notices in the City building and on the City’s website).
This change would save the cost of newspaper publications and allow for more modern methods of communication (City website, physical postings, etc).
3. Shall Section 3.10 of the City of Franklin Charter be amended to eliminate City-specific financial auditing requirements, and instead require that City audits be conducted in accordance with auditing requirements under Ohio law.
This change would align financial auditing requirements to the Ohio Revised Code.
4. Shall Section 4.11 of the City of Franklin Charter be amended to eliminate the requirement that the Clerk of Council maintain the City’s Charter and Codified Ordinances in book or loose leaf form, and instead allow the Clerk of Council to maintain a copy of the City’s Charter and Ordinances, and make the copy available for public inspection, in a media format of the Clerk’s choosing.
This change will eliminate the need to create paper copies of the City code, unless specifically requested, and allow the code to be maintained digitally for public access.
5. Shall Section 8.06 of the City of Franklin Charter be amended to permit City department/division heads to consider lateral candidates for competitive promotional examinations for classified service positions.
This change would allow the Civil Service Commission to accept applications from outside candidates for promotional positions without formal Council action.
6. Shall Sections 10.02, 11.06, 11.09 and 11.10 be amended to require that the City submit election ballot issues to the Board of Elections at least 90 days prior to the date of the election at which the issues will be voted upon by the electors (the Charter currently requires election ballot issues to be submitted to the Board of Elections at least 75 days prior to the election date).
This change would align ballot submissions dates with the Board of Elections requirements.
